Which law or precedent(custom) will you be trying to use to protect your public forum business? Also note: you have no intrinsic right to a business licence... The state has the freedom to associate only with entities that don't limit freedom of expression.

Also you are under contract to the US government(congress) under the commerce clause and the internal revenue code if you collect and remit taxes!
