You're right, they'll insist on enough capability to meet initial demands then permit additional facilities to come on line. I'm uncertain that the Sawston facility will meet the FDA's requirement, but if CRL is doing something similar here, it will even if it's nowhere close to meeting anticipated long term demands.

Depending on how NWBO structures an agreement with CRL or someone with similar capabilities it may not cost them that much cash out of pocket. Of course the more they pay, the more they'll receive in the future. If CRL pays for the entire facility, the royalty they'll be paid for each batch of vaccine they make will clearly be much higher than if NWBO pays some or all the costs.

I believe that CRL has facilities that could be adopted nicely, just add a sufficient number of FlaskWorks units and they could be ready to go, or at least be inspected.
