ELSE, the ONLY WAY it "works" is the court and lead council who files the complaint - must "compel" (a legal term) THE COURT to allow a "CLASS" to be established and thus the name CLASS ACTION - and a "CLASS" is not easily proven or granted willy-nilly in courts or by judges etc. It takes effort, legal proof, must have "common interests" to the class, etc.
