The $920M fine is a drop in the bucket of what they made spoofing. This has been going on for a long time and will continue to happen as long as the LAW"S not their to do anything about it.
We see it happening every day in the news. People in power getting away with crimes that are obvious to everyone as happening. I hate to say it, but it's going to eventually bring the whole thing down IMO. Like You said this is just one glaring aspect of how rotten the system has became, but it's very clear that the corruption has spread throughout the government and not just what's happening in the banks.
It's going on everywhere now.
