Has the fed buying spree begun to meet the requirements of the executive order? This looks like a quick solicitation, award and delivery. I could be reading this all wrong but here we go...

Pretty sure the VA has bought VirTra before. I didn't scour the docs, but it does not appear to be sole source, but in the Part B. Item Information/Price section, it looks like it calls for DART equipment.. I've never heard of them but they look lame.

STATEMENT OF WORK


A. GENERAL INFORMATION

1. REQUIREMENT: Firearms Training Simulator

2. BACKGROUND: Currently the CTVHCS uses live fire training. It is becoming increasingly difficult and costly to receive ammunition due to availability, resulting in a significant cut back to our live fire training practices. The VA has a requirement to fire so many rounds monthly per officer. The Firearms Training Simulator allows police officers to practice marksmanship and critical firearms skills on a realistic digital replica of a live-fire range by loading pre-made courses of fire. The system will benefit the VA by providing a great tool to train those brand-new officers who have difficulty qualifying and can readily prepare them for the live fire exercises. This will reduce waste of the ammunition and increase confidence and preparedness for the live fire range. Another benefit to the system is its use of force capabilities in that it gives realistic scenario shoot-no shoot real world situations. This will increase the police officer’s skills.

3. SALIENT CHARACTERISTICS: The Training Simulator must have the following salient characteristics:
• Software with course editing capabilities that utilizes 3D graphics and video for creating scenario-type situations using realistic-looking targets. Hardware that measures 6 x 6 x 6 inches or smaller (emphasis mine but seems pretty specific)
• Automatic reaction programming that can integrate computer and optical components
• Complete virtual and hands-free simulator that can automatically pull scenarios from its data base and keep the scenario going smoothly without trainer having to change the scenario.
• Ability to allow trainee to transition their use of force from one situation to the next based off their reactions and move more easily to the next creating highly stressful and pressure pact situation to train in
• Provide judgmental training with Precision & Combat Courses + Environments
• It must be set up with individual training modules consisting of video instruction and customized drills designed to focus on specific real-world learning objectives
• Provide De-Escalation Training
• Provide Marksmanship 9mm Pistol Drills that includes realistic digital range software
• It needs an AR-15 Conversion Kit for .223 caliber
• True targets can change from non-threat to threat
• Targets respond to lethal and non-lethal hits
• Each target can move along its own path

4. JUSTIFICATION: Virtual range training tool is to provide more frequent, more intense weapons training without the cost, logistic problems, or safety concerns of a live-fire range

5. DELIVERY DATE: Delivery is required within 30 days of award
