This was Art. I found a photo of him on the innerwebs. This was taken prolly before I knew him as he looks younger and in better shape than I remember him. It is obviously winter as he has a cheap Sears parka (I had one of those as a kid).
He died at age 44 from alcoholism (and prolly some other undiagnosed and untreated medical condition(s) also). Very nice fellow. He was a WORKING, self-employed alcoholic and street person. He had his dignity. And he was nott a stupid man. You could tell just by chatting with him - he was likely above average intelligence and he read the newspapers retrieved from the garbage or from the McDonalds at State and Lake.
