I mis-typed. I should have written available shares...obviously.

SHMP certainly could have a special shareholder meeting to increase the AUTHORIZED shares, but I don't see SHMP doing that, unless it's immediately followed by an R/S.

An R/S is the only way that SHMP keeps the charade of an uplist going. In reality, I think that's a NaturalRedherring to justify the R/S so SHMP can continue it's routine of selling super-cheap shares to toxic financiers. And that includes super-cheap preferred shares, cuz SHMP still has to account for the conversion rights.
