So.... a hypothetical question...

If someone has shorted a stock, say like NDTP(!), and there are absolutely zero shares in a super tight locked up float with absolutely NO ONE selling,

What happens if the shorts can't cover by the June 30th deadline?

What games might the MM be doing to avoid penalties or worse (if anything)?
