the issue has been talked about in the past several months. It's their China partner, Edding, they need to do the IPO and get listed on the Hong Kong exch.

Yes ... you linked / connected it several times ...

(i) they do not need to do the IPO ... it is an option only
(ii) the IPO is totally independent from / irrelevant to the approval in mainland China. V was approved in Hong Kong (top of special area, province of Hainan) without the IPO / listing in Hong Kong.
