the attempt was being made in a pilot facility in what most surmised was S. Korea...that facility was capable of commercial amounts but the quality of the product produced wasnt good enough....

Ben told me that the workforce was just not up to the task. That doesn't sound like South Korea. They haven't been 3rd world for a few decades. That sounds more like Cambodia or some other underdeveloped country. We'll probably never know.
