A deal could exist, but only if a trigger price is reached. No company would say we have agreed to pay $20 a share for a company selling under $1. The announcement would be made at the trigger price, probably at least $10 or more. If NWBO doesn't reach the price they are always able to negotiate something less, but nothing is ever said until agreed upon conditions are met.
