keep in mind that approval in china is contingent upon edding getting approval to be listed on the hong Kong exchange.

???

The two process is totally independent. One is a corporate / company action, one is a governmental.
The approval request is on the authority's desk and they will - more likely - approve (or not) independently from the company status. Just like Hong Kong ... approved in - IIRC - February 2022 meanwhile E was not listed on the HK exchange. (The HK and the China request were submitted at the same time, in - IIRC - end of 2020.)
