"Advanced Negotiations" with regard to materials and chemicals obviously refers (at least in part, if not in whole) to the manufacturing / commercialization aspect of the Movychem/XERI JV. This would likely encompass the testing, certification, & manufacture of Retacell-enhanced products, presumably through some sort of licensing or partnership agreement with large companies that are already in the space. (For example, companies that are successfully marketing fire-resistant textile products in the EU but are in danger of having them banned under the new guidelines.)

The other "Advanced Negotiations" are in the infrastructure area, and (according to the text) are regarding the "acquisition of a legacy aerospace company."
