Moses, the valves on the tree/BOP enable testing; can't be done properly without them. Open the valve to measure flow. Then shut the valve to measure pressure recovery. So, yes, I would say they are in place for testing. I've never heard of a BOP in place for production because by then there should be no pressure surges that have to be managed. But, that does not mean its never done; there are many methods in the oil patch.
Your last question is the one Bjbradles and I have been wrestling with. It appears that the BOP is there during stimulation/fracking. Not sure, though; that is one of the questions asked of Zion.
