KyOil, probably right; however, here's something interesting

Gazprom looses Israeli gas field bid to Australia’s Woodside

Woodside Petroleum, Australia's largest oil and gas firm, has bought a 30% stake in Israel's Leviathan natural gas field, beating Russian gas major Gazprom’s bid for a stake in the project.



This is interesting because I never considered how a stake in a license/production lease could be bid out.

With that in mind, Let's apply this to Zion's current situation. The last thing Zion can afford is a leak that it has a potential commercial discovery before they obtain a new 3-year license agreement and file for a production lease. IF this were to leak, they could then get stuck in a bidding war for the Megiddo Jezreel License area.

This concept could explain a lot about Zion's conduct since drilling MJ02. For the same reasons they do not want to release the 3D Data; there is no way in the world that Zion wants anyone to know what they are currently looking at until they position themselves to retain what they have found. One loose lip, and this becomes a bidding war with powers that have more money than ... well you know who smile.
