just an fyi,
in my experience, whenever a market maker files the 15c2-11 and they get the go ahead to start quoting a stock they almost always show up a day or two early, on the bid and ask side of Level 2, with a large spread, have seen .0001 x 99.00 several times over the years.
Typically they do not have any inventory of stock, so they post the outrageous bid/ask above with such a large spread until they open, then they adjust the spread as they get a few shares from retail, then they tighten up the spread and go about being the axe market maker for 20 trading days, then the other mm's can piggyback onto their 15c2-11.
If ALPS is just showing on the ask side, then imo, they are just representing a sell order or they are putting up a shorting wall. If they are the mm that has sponsored the 15c2-11, then they are trying to get inventory.
With DBMM, it remains to be seen~
