Bipartisan Infrastructure Law is a regular appropriation but certain items this go-around are different.
There's a lot of cash earmarked for green causes. In addition to remediating excess nutrient pollution, the bill's written to spend gobs of money reducing CO2 emissions, fighting global warming and promoting de-carbonisation.

Gail Tverberg theorizes that the government is using AGW as a ruse to conceal the fact that they are unable to continue to provide energy supplies as before. She's been blogging on this subject for at least 3 years.

Another eye opener: If you have managed to remain skeptical about AGW, read about the Daansgaard-Oeschger cycle. I learned about it from a suspicious guy in Colorado with a Youtube channel. It culminates in a Heinrich Event which, according to eponymous researchers. See below.

"Scientists Willi Dansgaard and Hans Oeschger first reported the Dansgaard-Oeschger (D-O) events in Greenland ice cores. Each of the 25 observed D-O events consisted of an abrupt warming to near-interglacial conditions that occurred in a matter of decades and was followed by a gradual cooling."
