You don't suspend a shelf, you just don't use it. No requirement to use a shelf that is active. They do not have the cash to buyback stock. That cash is earmarked for organic growth. Insiders may buy after 10K filed.

I would have them formalize guidance, breakeven date, or adjusted ebitda to put in writing how cheap stock actually is.

Or just put the whole thing up for sale. Prob could get $200-250M for it.
