What does "worthless" mean?

What do they mean by "no further distribution"?

Why does the trust say nothing left, nothing hidden, nothing else to be paid?

Why does the FDIC also state nothing else is left?

Why does every level of authority state nothing else is left?

Did everyone in charge miss the hundreds of billions? Do only 2-3 people without any inside knowledge, have the only true inside knowledge?
