I fully agree with you that this is more a way of attracting buyers than anything. It creates a possible timeline whereby the auto makers/suppliers have to react (be it a few years before torvec could legitimately become a manufacturing entity) when there exists no timeline at all for production capabilities now and therefore no real incentive for them to do anything about it. I really think someone will wait for the testing to be done for the buses and then make a real offer on Torvec with the idea of having an immediate order with the state and coonfirmed test data reports that they didn't have to pay for
