Answer any way you want...imo, it's simplistic to say set up a NFZ and think Russia will honor it, and if they don't shoot them down without giving a follow-up to "what happens next".
For years Putin has pushed the envelope and has gotten away with it...Now he will pay a very high price that will cripple Russia's economy.
