I’ll respond in a way the author might comprehend.

Self-Sufficiency
Kaufmann said U.S. self-sufficiency in oil would not have the effect of reducing prices.



It would if it increased supply.

It reminds me of a certain press secretary saying companies need to reduce their prices in order to curb inflation.
