Maybe some institutions who shorted last year in mid-teens and upwards and reported in 13f's as of 12/31/21 have been covering while the retail shorters keep on doing their thing. Institutions had their initial fun, made beaucoup dollars shorting and they now wait to make beaucoup dollars again as share price walks back up...and then eventually runs. I can't imagine the pain for shorts when the first nda is disclosed.
