You would hope that for any peer reviewed article no matter the publication that there are time constraints given to those selected peers to make sure their review is delivered in a timely manner. If they do not meet deadlines then you would hope for some controls in place to prevent deliberate stalling. It would be nice to know what type of deadlines are given to these peers if any at all.
