Here's how I understand it:
Shares that move from Restricted to Unrestricted immediately become part of the float. This increases the float, but it does NOT dilute the stock. Everyone's shares are still worth the same amount of money since no new shares have been created or destroyed.
The parties holding the Unrestricted shares are now free to dump them into the market at a rate that creates enormous sell pressure, until the supply of shares held by these parties is exhausted. Flooding the market with tens of millions of shares has a dilutive effect and is a form of price dilution since the surplus of sell shares drags everybody down.
What you've pointed out in your screenshots, Pugsieboy, is that ENZC's float has increased dramatically before and after the big run in early 2021. Since Authorized and Outstanding haven't changed, the increase in float would be due to Restricted shares becoming Unrestricted. Whoever holds those shares has almost certainly been dumping them into the market and pulling down ENZC's share price.
