FALSE, they are clearly describing their ATS and that it is not in the traditional framework of an exchange type ATS.

Just because they used the word does not mean it exists on their MARKET. That is adding in detail that doesnt exist in their statement in their filings. It states clearly

"because the OTC Link business model does not fit easily into the typical ATS framework, which was designed to accommodate Electronic Communications Networks (ECNs), dark pools and other ATS business models that serve as executing brokers or matching agents.

Its distinguishing that their ATS business model does not fit the standard exchange business model which includes dark pools.
