Here's an alternative perspective because I'd like some folks to poke holes so I'm more comfortable with the conclusion I've drawn.

At least the last few years, maybe longer, VirTra has always PR'd orders >= 800k, maybe lower (i'm excluding IVAS here). This one, they didn't. So maybe it's not a significant order size? Multiple VST-PRO + accessories + training could be as few as 2-4 simulators. At ~50k/sim (roughly since i don't recall off the top of my head), that'd be something like a $250k order.

The reason why i think this is even more likely is because they threw that omnibus commentary in the PR.
"The omnibus bill passed in 2015 by the Canadian Government has specific wording that makes the buying process more efficient for all federal, provincial and municipal law enforcement agencies in Canada to obtain training simulators from this standing offer"
If you believe that VirTra doesn't just put random laws from 2015 into their PR for fun, maybe it's meant to imply that agencies in Canada may take a different approach than typical agencies (here in the US and abroad) who make large orders through an RFP process once a quarter/year. I need to research more and ask Bob next time we talk, but maybe we're likely to see lots more smaller orders from Canadian agencies as they need equipment.
