By their announcements, they said on Feb. 1 - 71.5%. Then 9 days later, they said "closer to 78%".
So in 9 days, they said they had moved 6%
Don't think 6 more days, today, they would have moved into the 90% area? Not when they are stating that it progressed about 1.5% per day.

And one thing that has to be thrown into this, is the fact of why it has taken so long to get done.
Evidently, they have run into issue after issue while undergoing the tests. Which has translated into delay after delay, which has turned into month after month.
With that said, I'd have to say, that further delays from their new timeline, would not be unexpected. Or should I say, SHOULD be expected.
So in the words of Mae West, "Buckle up boys......".
