The director liquidated about $2 million of shares 8 weeks ago. Why on earth would you need another $300k right now, especially if a blockbuster announcement was imminent? It doesn't make any sense on either a tax planning or life event basis.

The most probable explanation is that blockbuster news is either i) not imminent or ii) possibly imminent, but not certain (i.e. thresholds / metrics still to be satisfied). Would you agree?
