Hadn't seen that bill yet...nice! The grants are huge (assuming Congress can figure out how to pass a budget).

Best case, there would be an annual refresher component incorporated into this, but trying to funnel everyone through an existing FLETC facility for annual training would be tough. There are dramatically more graduated LEOs out in the world than there are students in training at any given moment, so adding everyone back into the mix on a repetitive basis would likely overwhelm the existing system. It would also have to include travel money, travel housing, travel time, probably more instructors at a minimum. It would be much better to put sims all over the country where they're accessible. Of course, they should be the same type as what they used in basic! They could even get the locals one (through a grant) and contract with them to let the area feds use it. Most places don't have local live-fire ranges, so the feds use existing local facilities. Many places don't have enough feds to justify a fed only facility. Again, it's all wishful thinking, but I've kinda had to do that for as long as I've owned this stock.
