Looking a lot closer at the RFP's, the devil is in the details. The minute requirements which made VirTra the only capable supplier were all removed.

1. Training Curriculum no longer must meet IADLEST Standards
2. They removed the explicit call out of ThreatFire feedback systems and instead "Vendor must have the capability of having a device that will initiate an electronic impulse or signal resulting in a physiological change to the body during screen-based simulation..."
3. Taser requirements are much more lenient.
and on and on, same for flashlights and CO2 refill capabilities.

Maybe won't get challenged. Oh well :(
