CC did not want to expand the current share structure and further diluted his position ,or his share holders position.

So he gave Samsung 12 months to retrieve as many shares as they could in the open market. All the while keeping milestones under raps , and letting the MM’s who have been contracted by Samsung ti work their magic. They even moved restricted share from the family trusts back into he open market to help their new partners out.

Hence the fevered pitch as of late. Their allotted time is running out.
