Why is the SEC allowing this stock to be uplisted now?

THIS COMPANY IS DOING SO BAD I'M NOT SURE WHY IT'S BEING FORWARD SPLITTED 1:100 THIS MONTH!

THERE ARE SO MANY THINGS WRONG WITH THIS COMPANY THAT IT SHOULDN'T BE UPLISTED WITH A FORWARD STOCK SPLIT RIGHT NOW.
