My guess regarding the delay in publication is they submitted a lot later than we thought and they are aiming high by sending initially to a good journal.

Thats for almost sure :)

The consensus must have been that the company needs to do X, Y, and Z before announcing TLD and publishing.

I think that is exactly what happened and is the reason why they submitted later then we initially thought they would
