NYT your explanation of the timeline for LI “lawful intercept” is quite close however the NSA had been saying,as you mentioned , there was a large amount of cash to be awarded for the first LI to be developed commercially which is a joke because they already had it.
Richard Kipping introduced Emil Malak and Konstantinos To Tata communications to do the initial integration/testing of LI.
These tests were obviously very successful however from what we understand vOIPPAL did not receive any payment although Tata continued to use LI. There was no integration into VPLM
