I have published in this area for more than 2 decades and, yes, DE has the strongest protections for shareholders. Someone argued this fact and disagreed with me, maybe a year or so ago. NV is the opposite. NV favors managers over shareholders. NV did this to differentiate their corporate law (e.g., compete for filing fees, but for a different "product"). There is a "market" for "corporate law." Stay well.
