Feb’ish looking promising

I have to agree that Feb'ish is looking promising since I can't define and don't know when "Feb'ish" is, LOL

We need an official definition from the creator of this word.
1. Does Feb'ish simply mean "sometime in Febuary?
2. Does Feb'ish include any part of January or March?
3. Does Feb'ish fall on any day certain?
4. Does Feb'ish have anything to do with fishes or babies?
5. Is Feb'ish a prediction, expectation, promise, deadline, estimate or other form of projection?
6. Are you a liar because you are using an incorrect word?
