No, any stock can be shorted. I doubt you will find anybody that flatly says a stock cannot be shorted. Of course it can. But you'd have to be an idiot to short something that trades sub-dollar (or even worse, sub-penny).

Do your own research, use third-party sources, and don't buy into the hype.
