It's one of the ways to flush the naked short rats out. Dividend.
But if you have no clue as to how many shares are out there, and the fact that some peeps will not receive their dividend.

The other way is to propose changes that require a proxy vote. Then do a share count.

Things are becoming more transparent though. Lots of stuff gonna hit the fan when the CE drops. hehehe~!
