Because most shorts (who are under water) view the chart as lower lows with falling momentum and are holding out for the 'break even' 3.02 gap fill.

Though there are technical reasons to be hopeful, this is still a bearish chart. Still a "short pull ups to falling resistance" gig.

More reversal progress is needed before it switches to "buy pullbacks to rising support."
