They accomplish this by submitting fake offerings in “layers” at different prices to create a mirage."

Look at the trade amounts and how they are submitted across most OTC stocks and this is happening to each one of them being shorted...100 shares 10 times in a row, ETC...

It has been reported hundreds of times to the SEC but nothing happens... there is only one conclusion to make... IMO
