NWBO is certainly free to provide the manuscript and findings from the articles to the FDA prior to its actual publication.

The FDA could care less about the paper.

The peer review for the paper is off the results of NWBO's analysis.

The FDA starts with the raw data. That is one reason why the BLA is so big, it has every patients full data.

The FDA will not accept any companies analysis as correct. They will redo the analysis themselves. They will do it by the exact method NWBO did. They will do it by how they think think it should have been done. They will do it by various twists to see if some factor might be an issue.

The paper peer review can not do this as they do not have the raw data.
