Where does it require "selection", meaning exclusion, if every patient is genetically identified and treatment is specifically applied to the individual?

I think you are overstating the requirements of precision medicine. And, quite frankly, it doesn't matter if it's referred to a precision or personalized... it doesn't change the pursuits of the company.
