I agree, this is open to interpretation, though they did provide estimates of units etc... Though when I see quotes from Virtra like this

"The award is part of a countrywide effort to enhance and standardize training from the Royal Canadian Mounted Police down to each individual agency."

I am very confident this will pay off nicely, when you see words like "standardize" and "Royal Canadian Mounted Police down" that tells you all you have to know, if they don't go with Virtra locals will have to explain why. The whole point of standardizing is so you can share resources.
