No. They have deals with insurers just like they do with BlinkHealth, Amazon, etc. It's rare for someone to pay "list price". You may have seen from time to time posts on here (CaptB and HDG come to mind) stating their net revenue per script has consistently been ~$130-$135 a month. That's because of such insurance discounts, not just because of the V card. That's why they said their price in EU might be more than in the US and apparently in Germany it is.

Have you ever seen a large hospital bill running into the thousands? That's like the list price that you might have to pay as a cash customer without insurance. The reality is almost every hospital accepts much less from insurers. For reference, look up a company called Multiplan and what they do.
