I was differentiating from a simple aside mention of a buyback from an OTC CEO. There are restrictions/guidelines as to how a company can buy back shares and it's easily tracked with TAs constantly updating the SSs for OTC tickers.

Besides, with an acquisition in place, there's no way Rosen would allow any corporate actions like a buyback.

You can lead a horse to water. But you can't make him get down on one knee and do an Al Jolson impression!
