dude you are looking at aged info 11/15 and prior. We all know short volume and short interest are different but the extra short volume is pumped up to look bullish and fool retail into buying high so shorts can profit when they tank the price. As for your actual short interest, yes of course I would expect the short interest to be down when prices were 15 cents and the short volume reports around those days showed very low short volume = real buying. Short volume and short interest correlate.
