Naked short selling is illegal. The compliance and/or risk manager at any institution is going to fire any trader caught doing it. Naked short selling is a myth concocted to excuse the poor stock price performance of stocks in which pinky scammers sell shares to make a living rather than generate legitimate revenue (sorta like Zion oil).

The real reason price performance has been so poor is revealed in these numbers here:

ZNOG diluted their shareholders 130% in just four months.
