If your neighbor were to win 14 billion dollars, they would move. Why? For security. Israel can't move. If they find many billions of barrels of oil (enough to create the kind of wealth described in Ezekiel 38) they might not declare the full value of oil for the same reason your neighbor might not declare to the neighborhood he just won 14 billion dollars.
