So the companies could shop for someone to set up a SPAc - hire ethical management and pull a team together. Preferable to leaving medical care in the hands of Big Pharma.

The recent Biogen Alzheimer's med is a good example , they paid for a RAND report years ago that said the drug was impractical because there weren't enough infusion centers even if it was successful and the buildout of those centers would cost government and healthcare institutions too much money... but they forced it through anyhow and now healthcare premiums are going up more than the measly 5% SS increase.
